Flash photo seems to be overexposed

I was testing my Maxxum 7 with the 5600HS(D) and a D-lens. Using the Sekonic L-358 meter, I measured each shot with different camera settings. And the funny thing is that every shot seemed to be overexposed by a few stops. Does anyone know what the problem was? Thanks.
